| WEATHER AND ROADS |

Weather can change dramatically here in Ohio. Rain and snow are especially viscious at times. You can go to our Facebook and Twitter pages for updated road-weather conditions, or sign up for our Alert86 system to receive emergency notifications.

In Ohio we have three levels for roadway snow emergencies:

LEVEL 1: Roadways are hazardous, drive very cautiously.

LEVEL 2: Roadways are hazardous with blowing and drifting snow: roadways are icy - only those who feel it is necessary to drive should be out on the roadways. Contact your employer to see if you should report to work.

LEVEL 3: All roadways are closed to non-emergency personnel. No one should be out during these conditions unless it is absolutely necessary to travel. All employees should contact their employer to see if they should report to work. Those traveling on the roadways may subject themselves to arrest.

You should tune to your local radio or television station for updates as well.


| MONTPELIER SNOW EMERGENCY |

The Village of Montpelier uses a standard snow emergency ordinance which requires vehicles to vacate parking on designated snow emergency streets when a snow emergency is declared. In addition, all vehicles parked on any residential street must be removed for a period of 24-hours, after the snow fall ends, when a snow emergency is declared. This allows for street crews to effectively clear the entire width of the roads. A snow emergency becomes in effect when the Chief of Police designates it, based upon 2+" of snowfall, when a Level 3 travel advisory is declared, or the discretion of the Chief of Police based upon weather conditions.

In addition to road issues we would like to address the cleaning of sidewalks. Many people own multiple houses (rentals, vacant, etc.). It is the OWNER'S responisbility to ensure the sidewalks in front of your house are cleaned. In residential areas you have 12 hours after the snow fall ends to complete this.

4513.03 Time for lighted lights on motor vehicles.

(A) Every vehicle, other than a motorized bicycle, operated upon a street or highway within this state shall display lighted lights and illuminating devices as required by sections 4513.04 to 4513.37 of the Revised Code during all of the following times:

(1) The time from sunset to sunrise;

(2) At any other time when, due to insufficient natural light or unfavorable atmospheric conditions, persons, vehicles, and substantial objects on the highway are not discernible at a distance of one thousand feet ahead;

(3) At any time when the windshield wipers of the vehicle are in use because of precipitation on the windshield.

Every motorized bicycle shall display at such times lighted lights meeting the rules adopted by the director of public safety under section 4511.521 of the Revised Code. No motor vehicle, during such times any time specified in this section, shall be operated upon a street or highway within this state using only parking lights as illumination.

Whenever in such sections a requirement is declared as to the distance from which certain lamps and devices shall render objects visible, or within which such lamps or devices shall be visible, such distance shall be measured upon a straight level unlighted highway under normal atmospheric conditions unless a different condition is expressly stated.

Whenever in such sections a requirement is declared as to the mounted height of lights or devices, it shall mean from the center of such light or device to the level ground upon which the vehicle stands.
