SEALED BIDS for the furnishing of the necessary materials and construction of the

WIL-IRON HORSE RIVER TRAIL PHASE 1

VILLAGE OF MONTPELIER, OHIO

will be received by the Village of Montpelier at 211 N. Jonesville Street, Montpelier, Ohio 43543 until

Wednesday, March 15, 2023 at 2:00 PM EST

and at that time and place will be publicly opened and read aloud.

 

The scope of work consists of the construction of 0.97 miles of 10′ wide asphalt shared use path and 590 feet of 14′ wide timber boardwalk on helical piling along the St. Joseph River from Montpelier Senior Center to the north terminus of River Street within the Village of Montpelier. Additional improvements include various lengths of 12″, 15″, 18″, 24″ and 42″ conduit, catch basins, manholes, and headwalls. Related traffic control and restoration items are also included in the project.

Only ODOT pre-qualified contractors are eligible to submit bids for this project.  Pre-Qualification status must be in force at the time of the bid, at the time of award, and through the life of the construction contract. Subcontractors are not subject to the pre-qualification requirement.  Bidders are also expected to provide an experience statement indicating their ability to perform the work as required in the contract documents. Bidders should be aware of the new and additional Buy American requirements under Section 2 of ODOT’s LPA Template on Page 3.0 and 3.1.

The DBE goal for this project is 6.0%.

The contract documents, including plans and specifications, are on file at the office of the Village of Montpelier and the Engineer – Kleinfelder, Inc. The documents may be viewed and ordered online or obtained by Becker Impressions, 4646 Angola Road, Toledo, Ohio 43615, Telephone 419-385-5303, www.kleinfelderplanroom.com. The cost of printing is to be paid to the printing company at the time the drawings are picked up. Shipping and tax charges are the bidder’s responsibility and payable directly to Becker Impressions.

The Owner and Engineer are not responsible for any errors or omissions in the contract documents or drawings obtained from any planroom other than that listed above. Failure to submit a complete set of documents could result in a bid that is determined to be nonresponsive and rejected by the Owner.

The Engineer for the Project is Kleinfelder, Inc., 1168 North Main Street, Bowling Green, Ohio 43402.

All bids must be signed and submitted on the blanks which are bound in this booklet. Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked — WIL-IRON HORSE RIVER TRAIL PHASE 1 — and addressed to Mr. Jason Rockey, Village Manager at the Village of Montpelier, 211 N. Jonesville Street, PO Box 148, Montpelier, Ohio 43543.

The bid guaranty may be of two forms:

  1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.)

 

  1. A certified check, cashier’s check or letter of credit in favor of the Village of Montpelier, Ohio in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond.

After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Williams County, Ohio.

The successful bidder will be required to pay Davis-Bacon Wage Rates.

The Village of Montpelier, Ohio reserves the right to reject any and all bids and to waive any irregularity in any bid and to determine the lowest and best bidder.

DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT.  COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.

No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids.

The estimate for the cost of construction is $1,080,000.00.
